Trany's answer is correct. A price for a large bowl of Pho in most Saigon restaurants is around 15,000 to 18,000 dongs or from US$ 1 to $1.20 . Still very cheap, about a quarter to a fifth of what it would cost at Vietnamese restaurants in the States.

However, it's entirely possible to get one for half that price from a street vendor in Saigon or out in the provinces and countryside elsewhere in Vietnam.
