depends up what you are trying to figure out. For example if you are talking about a chemical or addivitve it can be a lot or even too much. However, if it is .91% of 100 then it is very little

However, 1% of a really large number can be a lot. For example 1% or 1,000,000 is 10,000.

it depends on what you are talking about. .91% is huge in things like blood alcohol content, but small compared to most anything else.
