No but I'm sure you would want to dress in professional attire only. Not just a dress shirt, slacks and tie but a nice neutral colored suit like charcoal grey or navy blue. Nothing flashy or trendy that will take attention away from the matter at hand or lessen your credibility.

I'd say yes. Appearing professional and intelligent starts with the wardrobe, so I'm sure nearly every supreme court lawyer dresses almost the same.

It's informally called "dress to impress." If you're fortunate enough to find yourself in the enviable position of presenting your case before the highest court in the land, you would want to make the best possible impression.
