Not parroting, but showing awareness of the respective add, showing you understand what they are asking for or what they have to give.

Usually, you do this when you state where exactly you have heard of the specific vacant position (Basically the first paragraph of the cover letter's content).

I would look at the job description (job ad) and in your cover letter provide a good summary of how you would be a perfect fit for the job.

That is OK, and should be done, as long as you are truthful. For example if the job says computer skills are required you can mention in your cover letter that you have Excel and Word experience (for example) as long as it is true. If you lie it will eventually be obvious to the hiring company and you'll get fired.
