Give it back to Paul and stay the hell away from it. Let Paul have his complete creative control back.
Get rid of most of the WWE guys who went to ECW because they couldn't fit them in to Raw or Smackdown.
Bring back the REAL ECW talent.

As already said above... the only way to turn it around back to the old days is to get Vince out of it completely and let Heyman run and book it accordingly.
They would also have to do their own tapings (since they tape them back to back with Smackdown) to get a more ECW oriented crowd to show up, or just have the shows at the old venue.
With Heyman in control, they can actually have the wrestlers perform with the ECW style, and not the watered down, grounded style Vince wants.
Thing is, Sci Fi got a bit scared because of the rowdy chants at the One Night Stand shows, so for them the crowd using more adult language is an issue. Not sure if you could still capture the feel of the hot ECW crowd that way. They would likely have to do a non-live show and do post production edit/censoring... but you have to have that crowd there. By having the same crowd as Smackdown, you lose having that ECW hometown crowd, or dedicated ECW fans that want that type of wrestling... and keeping a crowd interested and active having to sit for both shows taping is a lot to ask. Better to tape separate.

Vince can't do anything about it. He is the man. However he should hand over the reigns to the OTHER man Paul Heyman! Let him take control of what he built and all Vinny would have to do is give him the $$$ to run it with. Vinny might be RAW, but Heyman is EXTREME!

He would have to get rid of Test, Lashley, or anyone who doesn't fit the ECW criteria. That being anyone who isn't 6'7 and rubbed down with baby oil.

He could add weapons all around the ring. Some weapons can be barb wire, a bat, hammer. They should also have a lot of other wrestlers interfere a lot also, since it should be a no rules match.
