Im trying to put a turn signal assembly in a 75 chevy truck. I just got my steering wheel pulled and there is a black piece. I figured Id ask on here before I tried to get it off and break it. so does anybody know how to get it off?

This is what is called the steering column lock plate. It has several holes along the outside of the plate and some in the center of it with a plastic connector coming up through it which is the connector for the horn contact. These require a special puller to remove and I don't know how you can do this without one. It screws onto the steering shaft on the same threads that the steering wheel hold down nut was on. If you look at where the steering shaft and that black lock plate meet, you should see a locking clip that holds the plate to the shaft splines and this is spring loaded. Push down with your fingers on the plate and you can feel the spring. Once this is removed, the signal switch is simply unscrewed from all its mounting points, lever is removed, hazard button is removed, and the wiring harness underneath is dettached. The puller you are looking for looks like a big U with a special nut imbedded inside a conical type surface. Can you borrow one from a parts store or a mechanic? Most of us have out own as I have a couple in the garage. Good luck.

if it has a pin on it that is your turn signal cancellor and it should just pull out.
