Others have already mentioned the basics like a good tune-up.
Another thing to consider is a common problem on these older Saturns that is common enough that Saturn has issued a TSB about it. Carbon fouling in the intake. I've seen some old Saturns whose intakes were so choked with carbon buildup I don't know how they got any air.
Remove the air intake hose at the throttle body and have a look in there (the throttle body that is). If its nasty sludgy in there, take it in for a thorough fuel injection system cleaning. They may even need to do it twice.

If she doesn't notice anything crazy happening with the engine (which she really oughta if she isn't blasting the radio 24/7) I would think that she is getting the gas siphoned out of her car. The ECU could be giving a very too rich mixture also but that sounds kinda extreme.

It is most likely a clogged fuel filter and probably a clogged air filter to go with it. check out this site- it gives actual owner estimates of MPG- My Saturn doesn't get as well as it's supposed to either.

check and see if it needs a tune up. that could be a part of it. Also, is the transmission shot? How about the fuel line? Are there any problems with it? Make sure all those things are in tact.

probably not getting good enough spark, and not burning fuel efficiently. check plugs/wires, timing, and ignition coil.
Weak spark will cause the car to use more fuel. You might also want to have the tranny checked out as the shift points might be out of whack. Car shifting late will cause lower gears to be engaged for longer, using more fuel.
Also check air filter. Without enough air for combustion, the car uses more gas.

sounds like you need a tune up. change your plugs, wires, air-filter, fuel-filter, ect....
