What makes music, music is "sound" that is put together, that has some characteristic of esthetic quality on the nervous system. However, it is a subjectively perceived phenomenon. As the saying goes, beauty is in the eye of the beholder.
(or in this case the ear of the listener)

Well most people think they can stream together random notes and call it music. Some others think music isn't music if it doesnt have words (mostly the youth of today). I would say that music is made by a person who has a passion for entertaining others in their heart.

But, to answer your question. I would say what makes music music is something people can relate to. Whether instrumental or a capella, if someone can relate to it, then it can be considered true music.
