California became the first state to effectively remove criminal penalties for qualifying patients who grow, possess, and
use medical marijuana. Arizona , District of Columbia,(not a state and subject to federal oversight) Alaska, Oregon, Washington, Maine, Montana, Hawaii, Maryland, Rhode Island.
Any state in which the medical marijuana has been placed on the ballot has not failed to pass. It is important to realize that some states have simply relaxed/eliminated laws which penalize people and that these are state laws, not federal laws. there are some technicalities that vary form state to state.

Even if a state or city legalizes it the feds still consider it illegal and can bust anyone using or selling it. The feds trump the locals.

I know 3 California, Colorado and Alaska.

But the Feds still try and put there noses where it don't belong.
