Soccer, unlike American football or basketball, does not have all of the time-outs, breaks, rests, clock resets, etc. The strategy is in the play on the field, rather than manipulation of the play clock.
The referee's judgment determines whether or not to add time to account for wasted or lost time. Thus, if it takes an inordinate amount of time for someone to say, set up for a penalty kick, the referee can add time at the end. There is no set rule for how long a goal takes up in time.
