It is not compulsory, but why not have a cover letter with a general purpose? It shows you are more interested than other candidates. I don't think it is necessary to do all that previous research, meaning go in advance, have a look at the firms and jobs and then have a cover letter tailored for each of them. You can use a general purpose cover letter

and attach it to the resume. If you include in the cover letter your skills, in an appropriate way, it should be enough to have you called for an interview. Then, you can tailor a cover letter on the specific post.

It's not necessary because:
1. You don't have any prior info to whom you'll be submitting your resume.
2. If you make out one with "To whom this may concern", it would appear that your not eyeing a particular job.
3. Companies in a job fair do not care about the appearance but are particularly interested on the qualifications.
4. Some companies issue their own blank application form to be accomplished/filled in by job seekers and this form is attached to the resume.

It's always good to have a cover letter on your resume when meeting any interviewer. Depending on what you write on the cover letter, it can help the resume look more personal and make your resume look like more than just another name on a piece of paper.

Go one step further and I can almost assure you of a job.
Look up the companies that are going to be there.
Create an individual resume for some of the companies you're interested in.
Go to the web page of these companies and find out as much about those companies as possible, maybe even some of the management or HR people who are likely to be there and google their names.
If you follow these steps (and are qualified) you should land several interviews and can pick the job you want.
Most of your competitors (other job seekers) won't be serious. If you prepare ahead and dress sharply (you'd be amazed at the number of job applicants wearing t-shirts and tennis shoes) I guarantee success.

Yes, I'd include the cover letter just in case the resume itself gets mislaid. Besides that's how it's being done otherwise when you are seeking a position and an interview. Why change things and chance missing an opportunity?
