Is it correct to ask " How many cars are they?'' or is it "How many cars are there?"

it is correct to say "how many cars are there?" because this is asking for a specific number and "How many cars are they?" is not a finished sentence. It should say "How many cars are they going to buy?" or something like that.

You should only say "How many are they?" if you're talking about people. Even that is stretching the rules a bit... for example, the only proper context for this I can think of is this:
Scout : "The enemy army is just over that hill up ahead."
General : "How many are they?"
Scout : "About five thousand sir."

Something like that maybe.

There is the proper form. Ending it with they is incorrect.
