If you have income in addition to welfare, then you probably can file, and depending on the amount, could be required to. If welfare is your only income, then no.

NEVER HEARD WHERE A PERSON ON WELFARE CAN APPLY FOR INCOME TAX RETURN , UNLESS CALIFORNIA HAS DIFFERENT LAWS THAN PENNSYLVANIA
