It depends on the position you're going for. In most cases clean shaven or at least groomed facial hair would be preferable. First impressions are powerful, and you don't want to hurt your chances of getting a job just because you didn't want to shave.

As long as it is a full beard and is neatly trimmed, I can't see it as a problem. If it's the sort that's just around the mouth, or is poorly maintained, then get rid of it; justified or not, it will give the wrong impression, and "impression" is what an interview is all about.

As long as it's trimmed and well kept, I don't see why not, especially if it suits you.
(exceptions: if you are female, or the beard is more than three inches long.)
