Wireless Encryption Protocol is used between a wireless router and a client station ( And for you purists it can also be used in Ad-Hoc mode but i'll not discuss that here) to encrypt the communication between both devices. On the client side running Windows XP and using Windows Zero Config tool, the wep key for the network (if already configured) would be found under the properties sheet for the wireless interface, then select the wireless tab. The SSID of the network will be displayed in the window if already configured, you should be able to select the SSID and then hit the advanced button and configure or reconfigure the WEP key..
AS for configuring the router that will depend on the Make and model of the router..
This a fairly general reponse since you did not provide enough information for a precise answer..

If you are using a wireless device that is running windows CE (pretty common) there should be a wireless icon in the tool tray on the lower left of your screen. When you double click on it a screen comes up that shows you the i.p adress and so forth. There should be a properties or advanced button. That will show you the WEP key.

should be under something like wireless security on the web interface of your router then enable wep security then chose key size the bigger the better

usually default wep keys are printed on 1 of the stickers underneath the router.just call up tech support of your router to know exactly where to find it.
