and why didn't George Washintgon sign it?

As all have said, the Declaration was written and signed in Philadelphia, Pennsylvania. It's just possible, however, that the LAST person to sign it (most signed it on August 2 1776, most of the rest between then and November) did so when Congress was temporarily seated at an alternate location (most likely Baltimore, Maryland or York, Pennsylvania) .

On Washington -- most answers have been only half right. It is true that Washington was busy leading troops at the time, but that's sort of beside the point. Remember, the document was a statement of the Second Continental CONGRESS - so it was members of Congress who voted on and signed it. There was no thought of General Washington signing it, since he was NOT a member of Congress! (Washington certainly did agree with it and even provided for the document to be read aloud to his troops as soon as a copy was sent to him.)

It was signed in the city of Philadelphia and the Colony of Pennsylvania, no States at that time.

General Washington was in New York with the Continental Army. In a few days General Howe and his fleet enter NY harbor.

what tbccho whatever said can't remember the name of the place (building) it was signed in but it was philly pa was the place actually philly was almost declared the national capital because of this
