Depends on the context - but usually it means that they are lumping you in with a group of people. Stereotyping in other words.
"Liberals", "Neocons", are examples. I tend to lend very little credibility to people who do this.

They are talking about anybody and everybody who is different than they are, whether it be race, creed, national origin, political/sexual leanings - whatever. This expression is usually followed by a comment that is bigoted and prejudicial in nature. People who use this expression are generally ignorant, uneducated, narrow minded - you get the idea. Run away!

I think they must be referring to people who do not think /look /appear /act/ eat /sleep /fart /talk in the manner that they do.
People use this expression when they are totally annoyed or disgusted with others' behavior or responses.

This is "you" in the plural. Avoid this with African Americans. Some folks take offense with this expression.
