Yes. Many of the water cannons have the power to punch a hole in a fairly dense material. They would simply punch a hole THROUGH a person's body if they were positioned directly on top of the outlet.

well I have no clue but you certainly get my prize for most original question of the day! If i had to guess i would say they arent strong enough to kill someone, just bruise badly and maybe break a few bones.
