Yes it would. Especially if your balloon were made from plutonium and you blew it up with tritium and set it on fire with a high explosive arranged spherically around it and detonated by high speed capacitive discharge.

It depends what gas you filled it with, but as you said "blew up" I assume you are breathing into it. The fire would expand the gases inside the balloon causing it to burst, not split the atoms......

no... but if it was full of hydrogen, it would explode. A balloon the size of a beach ball is enough to blow up an average living room.
