Hello dear!
Well, it all depends on the way of ruling!
For example, since in Asia we had centralized government with an emperor for many millions of people, the philosophy developed was such for the ruler to control them.
In contrary, in Africa (southern of Egypt) the people were organized in smaller independent groups led by some chiefs.
In America, the situation was split in cases like in Asia, in the plains and where transportation was easy, while like Africa in more remote areas.
