Problem is that the Houses of Parliament at Westminster are not the "English Parliament" but the "UK Parliament".
If the English or England wants its own parliament, it will just simply have to 'do it'. How this will be achieved is hard to say.
The West Lothian question gets more difficult now that Scotland has its own parliament and if the SNP win the upcoming May elections in Scotland, they're for heading on down the Independence Road as quickly as they can run.
Goodbye Scotland, who'll drink yer Whiskey now?

In the case of Blair and Fat Man Brown(FMB), I can`t really say many of us give two hoot`s. Government tell us how to live/ Increase our taxes and so on, just wish they`d leave us to live our lives the way we see fit.... How many other countries let Prisoners get out of jail before there time is up and how can you loose track of killers, rapists, and illegal immigrants and the like.... Government make billions each year and line their own pockets, they also Privatise too many things and then let the sh`t hit the fan jus so they can look better and say it`s not our fault. To commoners what good are they really???
Still think a revolt against them would be a good idea but at this point in time it wont get far....

Of course it is we're all British, aren't we? Or are some more British than others.
MPs from outside England should not vote on matters that affect only England. But Scotland had its no. of MPs since devolution denying us a full say in UK matters this is not right either.
Scotland is NOT subsidied by England (or the rest of the UK)

its just as moot a question as is it right if Scotland is ruled by the English or what ever...
I think the real issue is is it right that Scots, Welsh & Northern Irish MPS vote on purely English issues in the British Parliament
is it right that having devolved power to those constiuent parts of the the UK, is it reasonable for MPS's from those areas vote on purely Enlgish matters
is it right that the the MP with the transport brief in cabinet is vetoing English transport measures when as a Scot representing a Scottish constituency, he doens't veto (not have the power to veto) the same measures in Scotland
I understand the Scots hatred of the 1980's/90's Conservative governement ruling in Scotland with few/no MP's. but the reailty is that Labour are unwilling to give the same level of self government to the English. If its rigth for Scotland to be given self governemtn then in my view it is unnaceptable for Scots MP's to vote on purely English matters

To redress the Scottish bias of most of the answers…No.
&..just why should Scottish MPs be allowed to vote on things that affect the English but don’t apply in Scotland due to Devolution?
PS You forgot about John Reid.

At the moment it's legal but it will be interesting to see what happens to Brown, Reid & co if Scotland becomes independent.
I can't see how they could sit in Westminster when they have Scottish constituencies Scotland is welcome to them - I'm sure Scotland will enjoy Brown's high taxes without the subsidies of the English taxpayer, which they enjoy at present.
