The DS has speakers and a mic if nintendo released a new game card, that would turn it into a phone that would be cool.

It certainly quite possible. Though perhaps not in the way you're envisioning.

One of the developments that is about to hit for the DS is an Internet browser. Needless to say, there are many companies on the Internet that provide a KIND of phone service, allowing you to use whatever local speaker and microphones you have in place of a headset, and even connecting to more conventional phone networks.

So yes, you will very shortly have everything you need. IF the Internet browser hooks up properly with such services.

With the right software, you could turn any DS (not necessarily DS Lite) into a web-based cell phone, one that's suitable for use with Vonage or Skype. This is the easiest of the possibilities.

For more traditional cell phones, you'll need more hardware. That's where the GBA port could come in to add the required parts needed to get connected to the cell phone network.

Finding a carrier for the traditional cell phone networks would be the hardest part, since the N-Gage (the gaming system / Cell-phone combo) was a huge joke (most for it's major design flaws). This pretty much soured any potential for other combos ideals to work.

You'd have to have a cartridge with extra hardware to connect wirelessly to the system and hold your cell phone account.

the old gameboy's had a cart with a phone jack so you could connect with your email. All kinds of carts have been invented to expand the capability of the gameboy line.

It's going to need more than a card. In order for it to be used as a cell phone, it must contain the cell phone hardware, and if it doesn't, it's not going to work.

A cell phone that can be used as a gaming handheld just isn't really a good idea. Can you say, N-Gage?

All you have to do is DUCT tape a phone to the underside of it. Then the DS is a CELL PHONE.

Seriously, the DS is missing the entire PHONE circuitry which is an analog and RF marvel. The DS is simply and amplifier and a display with some simple code execution capability.
