Borrowed from German, the term Schadenfreude (Shaw-din-froy-duh) describes just that. It literally means "sorrow-joy." Less on-point but sufficient descriptive English words would be "mean spirited," "sadistic," "cynical," "know-it-all," "arrogant" . . . and so on.
