In theory yes if you are a resident of Rhode Island. No other state will allow you to marry in the US. There are several countries where you could get married, including Canada, South Africa, The Netherlands, Spain and Belgium

Yup. You sure can. Only ONE of you has to reside there, and it's pretty easy to "reside" there.
