I want to create a server so I can make a website online. I hear that you can create a server?

You can install a web server such as Apache, but your operating system will be more vulnerable to attack than a true server operating system. A server operating system will offer you greater access control over the box your running your web site on as well as the content you plan to store on the box as well. XP is just not made for this type of application.

I'm sorry but you heard wrong.You can't create a server.

You could, but it would be dreadfully slow. But if you really want to set one up the easiest way is XAMPP. You can get it from http://www.apachefriends.org/en/xampp-windows.html. You might have to setup port forwarding or dmz in order for other people to connect to you.
