some people find things funny that most people don't. I love seeing people's reactions so I have a tendency to go into great detail about how someone's face looked when finding something out or other such things. There really isn't a nice way to get someone to spit it out but if you're close with someone point it out because more than likely they realize they do it except when they're giving those annoying details. Call them out basicly.

well you could interrupt, saying something like, "so you ended up going there anyway?" And maybe try to sum up the story (if you know where it's going). But for some people, the fun of telling a story is in the details. If I know someone in particular who is a "story teller" then I just try not to get into conversation with them.

I* know exactly what you mean, it's like a friend of mine that never seems to shut up it's like he doesn't even place periods when he speaks, I'm not even sure he takes a breaths in between topics, you know what I mean? Like he's a fish, speaking of fish, do they have to breathe when they communicate? I don't think they do but it would be cool to know a long winded fish none-the-less, what do you think about tuna is it wrong to make tuna out of dolphins if the dolphin was caught in the net and died or should they give it a proper burial at sea, if you can give us land mammals a sea burial, then why not give a sea mammal a land burial...yak yak...

Well, I know in some gatherings I have been in certain "substances" that were "inhaled" through "papers or cigar leafs" caused many a people to ramble uncontrollably.
Hitting them and throwing a ball of tin foil at them did the trick.

I dont know but it really gets on my nerves. My Daddy bad at doing that he will go back to 1960's just to tell us something that happened in "07" it be funny sometimes because we always expecting it.

because aslong as they are telling the story they have the complete and utter attention of the crowd be 3 people or a whole room.

Because they want you find interesting what they find interesting. If you are guy Friends with them say "dude shut up" but if you don't know them that well try to change the subject.

They don't have a time limit like I did telling a complete story in just 45 seconds with a great special effect.... check it out.
