This question is assuming some unproven assertions, akin to the question "Have you stopped beating on your significant other?" However, I'll try to answer as best as I about.
When we use the term "colonize", it is important to know what that term means. Obviously the US are seeking to establish colonies of the type where the US transports its citizens to live, much like the colonies that predated the Victorian Age. Then there is the term in the context of economic client states that much of Europe and Japan were building, which came crashing down after World War II. However, I do not see the US doing that as well as there's no attempt to pattern local governments into US-type systems.
Perhaps the concern is about hegemony over a region. However, if this is what the US is doing, it is doing a very poor job of it. If, as the question claims, history is repeating itself, then such a hegemony will not last long. But I do not see that happening.
Instead, I see the US as seeking self-determination of the rest of the world without sacrificing their interests. If the US was trying to colonize the Middle East, dissent would not be permitted. Instead, the US allows most governments to operate freely save for when global interests in peaceful trade and national security are threatened. Even if it is an extension of Theodore Roosevelt's "Big Stick" policy, I would feign to call it colonization.

As far as I can see the Americans are helping the down trodden people in Iraq to enjoy a life of routine and peace but unfortunately the terrorists do not want this to happen and are creating chaos.
I have seen the reliefe on the faces of the persecuted Iraqi people twice.
First when the statue of their dictator was pulled down and recently when they knew that justice had been served and he could no longer terrorise them.
If you think of self in a similar situation how would you feel?
I would be relieved that a country such as America was willing to step in and help protect my home land which was ruled by a leader of this nature.
Once these law abiding Iraqi citizens have the stability of good government,military,business which is needed for the stability of a nation and freedom for all citizens then it will be a job well done.
