I agree on probably getting away with a few layers at a time (the liquid you're using is an "adhesive" after all), but... the more layers, the longer it'll take to dry all the way through.
To dry it more quickly, you can use an ordinary fan or heat from a warm room, or a low oven if it will fit, etc. If you put it in a cool place, like perhaps a garage in winter or a basement (esp. if damp), it will take longer to dry... and if it doesn't have good air circulation all around, it will take longer too.
As for breaking it, I had a big problem with the one I made for my son's birthday party. It was really too strong for the kids to break (oops), though at least they *all* got a change to bang on it! The moms had to get out there and swing... they hammed it up and the first few couldn't break it either so at least I think the kids weren't too disappointed.
I'd used about 3 or 4 layers of newspaper (in whole pieces) on my cylindrical pinatas, along with wallpaper paste . . . too strong. May have been okay if the pieces weren't whole though.
Some adhesives are also less strong that others... e.g., liquid starch or flour and water.

You don't need it to be like rock hard or anything, but you do need to let each layer harden a bit. Getting them too goopy will slow down the process so try to wiping the pieces off on the bowl, plate etc. that you are using. It should be perfectly fine and there should be no worries. As long as you pretty much use your common sense you will have a GREAT pinata!!

Yes you need to let them dry. You should use at least three layers so your pinata is strong enough to hold the candy. Just watch out that you don't have too many layers or you'll never be able to break it open.

The other two are right! I am afraid you will end up with a mess! It will eventually dry because paper is porous and the air will eventually make it through, however mold is probable, too! If you have a room with a draft, that might help it dry faster. Usually the paste/paper dry fairly quickly. The paint will NEVER stick if the base isn't dry! I know time is short, but do your best! Yes, unfortunately.
Your next layer needs a dry layer to cling to.
I suggest using a hairdryer to speed up the drying.
I would use at least two layers for a pinata.

They need to dry. Newspaper works wonderfully. If they don't completely dry it can sink in or just wilt under the unstable (mushy) layers.
