I don't like the word UNFAIR...what would work better?

I agree with Heather. A positive tone in these situations will always make your customers feel better about you from the beginning. How 'bout... "I will do my very best to be sure you're satisfied. Should you not be pleased for any reason, please contact me before leaving neutral or negative feedback." It's a little wordier, but it lets folks know you're out to please.

Leaving negative feedback without prior communication can not be considered a viable or acceptable reply please address any supporting facts and or mitigating circumstances that have led you to send said negative feedback to myemailaddress@whatever.com

I agree absolutely! "Unfair" to who? Or what? This is not a complete sentence. I think "sh!tty" sounds better. Actually, I think "counter-productive" would be a much better replacement. Hope your memo has an agreeable, or at least fair, reception!
