No law prohibits landlords from allowing tenants to get cable. What I believe you are trying to ask is if there is a law that prohibits landlords from refusing to allow tenants to get cable.
None that I know of, check your lease, but it is the landlords right to decide what to do with his investment, the property for which you are just renting. Cable is not considered in any state as a necessity, it's a choice and optional. Unlike electric or water service.
Seems to me he would lose a lot of tenants that way an it would be in his best interest to allow them to have cable, but he can refuse it is his right.
Perhaps if you got a petition together of all the tenants, approached him nicely, he might reconsider.

The answer to your question should lie within the "Four Corners" of the contract you signed with your landlord.Get out your contract and read all of the fine print in that contract. There is no law that I am aware of here in Texas, for example, preventing tenants from getting cable however, you could agree to enter into such an agreement with your landlord by signing a tenant lease contract which such a clause in the contract.

not sure...but i can tell you one time i was renting and the cable co. had me get a signed ok from my landlord for cable becuse the cable co. might have to drill though the walls or even the house when installing, even if you have cable outlets in the house you still might have to get the landlords ok, so based on that i would think the landlord does have the right to say no. :(

Not that I'm aware of, though there may be in more tenant-friendly states (i.e., most of New England). Landlords are given wide discretion regarding what they are allowed to prohibit / allow.
