Hi,
This is what I found for you:
Can I Get Free Trees?: Currently, the best place to check for free trees is to get in touch with your state forestry group. They often provide free trees to local and community organizations, and they may also have advice for helping you with your project.

Hope this helps, and best of fortune in your quests,

My ex-boyfriend got free trees by responding to an ad from the Arbor Day Foundation. You have to join the Foundation (I think he paid $10 US), but that gets you ten free trees plus the Arbor Day Foundation newsletter, and a tree book. The trees were saplings, so they were kind of small. This may not be enough free trees for Earth Day, but you're helping out a great organization. They also give information on how to grow trees from cuttings and seeds and ideas for promoting trees in your community.

Ask the library if they already have a program in place or can you start one. If you need to start a program, contact the forestry or natural resources departments to get free trees.
