You are trying to compare apples to oranges. The style of both bands are completely different. From a perspective of instrumentalists, well no doubt Rush is better. It is widely accepted in the music world (including fellow star musicians) that the musicianship of Rush is superior to most bands out there. The Who is a good Rock band suited for it's era. The problem with The Who is that they never evolved. Rush has always been brave with new sounds styles etc. It is by far the most successful underground band to this date. Rush tickets sell out without any advertising.

Rush would be my favourite. The Who get banded about to easily these days with many people claiming to "love" them only knowing one or two songs or the fact that they're highly rated universaly (like that should be your sole reason to like someone?). I've seen Rush live on their 30th aniversary tour in Manchester, UK, and own most of their LPs on vynil and CD. I'm also under 40, by a lot thanks very much...
Plus Rush have covered The Who. They clearly have respect for them. Don't get me wrong either, I don't disslike The Who. I just see more in the music of Rush that suits me. Something special, something diferent...very progressive and otherworldly. Plus, Neil Peart is the best drummer that lived in my opinion, and Geddy's Bass playing is exelent, the fact he plays they keyboard on top of that as well as singing is amazing. They're all exlelent musicians in my opinion.

Depends on what you are looking for; they are kind of different. Rush's best stuff is what was called at the time, "Acid Rock"; it had a lot of swirly sounding synthesizers along with the rock elements, and the Who was more straight ahead rock n roll. Myself, I take the Who, all the way.

The Who every time, the lead singer of rush sounds like Jake Shears on helium. But Niel Pert (drummer) out of this world.

On the whole it has to be Rush. The Who are good too but it's hard to compare such different bands.

Oh, The Who! Who - Can beat Pinball Wizard. Love that. Gotta be a Genius to write Tommy.
That should go down into time Immemorial. One of those things that is ageless, and timeless, lace and fineness, beauty and elegance.
Rush had Big 10 inch Record? I think. Was ok. Didn't beat P.W.
