Okay, this may sound a little "sneaky", but I'm sure it's legal -- maybe not moral....
This sounds like you're are asking in reference to Vancouver (though this works in any large city). Downtown is packed with a wide variety of hotels, many of them upscale. Almost all of them have cab stands. You just walk into the lobby and from there ask the bellhop, doorman, or concierge to have a cab pull around for you. I've done this more than I care to admit and have never had to wait more than three minutes for a cab... honest.

further to Andy's post: there is absolutely nothing immoral or "sneaky" about catching a cab at a hotel stand.. it is entriely the shortcoming of the city that there are no such public stands in the first place.. I'm pretty sure a cab can't turn you down without really good reason (and preferring an airport run is not a good reason).

personally, I'll wait on a high traffic street in the direction I wish to head and try flagging - but if no success - after 5min, I head to the nearest hotel.

i used to be a cab driver in a big college town so i can say it can be difficult . some people used to wait for one to drop off a customer and then ask if they could get a ride . i have had people catch me at a stop sign or light . i have also had people just holler at me . my best suggestion is to get the number or numbers of cab services in the area you are and call for a ride then you are guaranteed one . if you are traveling by bus , plane ,or train when you arrive at your destination most places will call one for you or at least give you some numbers . i always new the times of incoming buses ,etc. so my cab was waiting outside for anyone who needed me .
