E-bay or a car boot sale or even cash converters , before you use it take it to be be checked out that it hasnt been owned by a perv who has left a load of filfy crud on it .... Good luck

You might concentrate on figuring out what you need the laptop for and what configurations would be best, rather than it being the least expensive model around and the figure out where to buy it.

If you only browse the web, send e-mail, do word processing and chat then a very inexpensive Pentium 2 laptop for $300 would work fine. You could then search google for "refurbished laptops" and check out what the vendors there have available. If you need a working battery, as refurbished often don't have a functioning battery search google for "cheap laptops" and check out the vendors.

To be sure the vendor is trustworthy see how long they have been in business and call their 800 number when buying to see how they treat their customers. If you buy and have a problem, then you want to make sure that it is not compounded by poor customer service.

i bought very cheap computers with all the accessories by approaching medium to large companies who are constantly changing their systems after very short periods some companies are happy to off load their old computers sometimes for free just to get rid of them

On Ebay. The older slower computers are cheaper but then they may not play any of the modern games either.

you can buy via EBay type of sites or you can go to www.savastore.co.uk and build your own for a small cost and with all the up to date items inside, just go in to the site and check the cost of everything you need, I think that you will be surprised on the cost, good luck.
