A percent is simply a number over 100. For example 50% is simply 50 over 100 or 1/2. (Isn't 50% off half off?) It's much easier as a decimal. Whenever you're dealing with a percentage, move the decimal two places to the left. Thus 50% would be 50.0 moving to the left two spaces, 0.5 Remember 50 and 50.0 and 50.000000000 are all the same thing. When multiplying percents $198 at 40% off...Simply multiply 198 x .4 -- You'll get $79.20. The trick here is it says 40% off. So Now that you know what 40% of $198 is, you need to subtract it from $198. So $198 - $79.20 would mean the sale price is $118.80.
The way I would handle this problem is I would say to myself. If an item is 40% off, that means it costs 60% of what it normally does. So instead of multiplying by 40% then subtracting that answer from the regular price...I would subtract 40% from 100% and multiply that answer by my regular price. I think subtracting 40 from 100 is easier than subtracting 79.2 from 198. But it's up to you. Thus 60% (or 0.6) x $198 = $118.80
For your second example, we'd do the same thing. 25% off means the T-Shirt will cost (100%-25%) 75% of $12. 75% (.75) x 12 = $9. Hope that helps.

because the camera is 40% off, and percents are out of 100, you want to find what 60% of the camera is. in math terms, "is" means "equal to" and "of" means "multiply by"
your equation is "what is 60% of the camera?"
this translates to
? = 60/100 x 198
the 6/10 simplifying to 3/5 or 0.6 (either will work, it just depends on which you think is easier to multiply)

first of all, you can not multiply straight across. you have to change the percent into a decimal.
like this 40% becomes 0.40
next you take the price, multiply it by 0.40 and you get your answer
in your example, 0.40 x $198 = 79.02. to figure out the sale price, subtract $79.02 from $198 and you get your FINAL price of $118.98.
in your second example, 25% has to be changed into 0.25 before you multiply it by 12, so it looks like this: 0.25 x 12= 3
then take $3 and subtract it from 12 to get $9.
if you want to figure out how much tax you have to add on to a price tag. take the tax percentage (here in Alberta, canada it is 6% so change 6% into a decimal, multiply it by the what the price tag says and you get the tax. then add the tax back onto the original price to get the total price.
