for cost, yes and no. You can get free subdomains anywhere and everywhere. Eg. yourwebsite.the-comany-you-got-it-from.com. just search google "free subdomains" without the quotes.
There are a few places where you can get a free top level domain. I dont remember any off hand though maybe someone else can help you out with that. a top level would be like: www.yoursite.com
As for how do you make one again just search google for website creator. Yahoo has a program preinstalled with basic templates. Theres microsoft frontpage. theres literally 1000 different software that you can use to design your website.

There is more than one way to make a website: using a WYSIWYG(What You See Is What You Get) editor or writing the HTML yourself, which I would recommend. It would take a lot more learning, however. For a WYSIWYG editor, I recommend NVU editor (in my sources). Otherwise, I would recommend visiting HTMLDog (ditto) to learn (X)HTML. It would cost money if you want a website with ads, otherwise I would recommend Tripod or Angelfire. Some other people probably have some better recommendations for free hosts, however

If you're completely new to it all, setting up a blog is probably the easiest way to start.
Try blogger.com or wordpress.org.
They will provide templates which you can use to get up and running fairly easily - both of these offer free hosting.
If you really want to learn hown to make websites and have one with your own personalised URL (www.whatever-you-want.com ) then you will have to pay to register the domain name (www.whatever-you-want.com) and then pay someone to host it.
One of the best places to start if you want to learn to make websites are www.htmldog.com and / or www.w3schools.com, they offer some decent tutorials that will get you up and running.
