You are still growing so there is time for your penis to get bigger.
Your main concern should be your weight. At your age, you are very obese and this can cause all sorts of problems for the future. Please seek help in this area either from your parents, doctor or someone at school.
Your life would be much more pleasant if you lost 100lbs. this is much more important than the size of your penis. Please try.

Stop worrying about the size of your penis attax. If it works, and you know what to do with it, it's big enough.
Obviously, we can't all measure up to the size of some porn stars, and having something that's huge will just cause discomfort to any partner that you're with. Be grateful for what you've got, and don't let the buggers get you down.
You may not appreciate it, but there are many men with a smaller penis than you have. That's how they work out an 'average' size. Some are longer, some are shorter.

4.5 is almost average.. if u lose about 50-60 pounds another 1-2 inches will show up since fat is covering 1+ inch or ur penis.. plus is good health,... and ur girth is fantastic over 60% fall below the 5 in mark..
but dont worry you will grow more inches of leght and girth.. u are only 14! wait until 17-18.

a little overweight? I think you hve more to worry about than having a slightly below average size penis. You lose some weight and its gonna look bigger, but you are in a good range anyway its not that small and you are still growing.

If I were you, I would be more concerned about being 250 lbs at 14 years old than about measurements. "A little overweight" is just fooling yourself. You need to speak to your parents and doctor about a diet. Trust me, it is for your own good.
