The best one I like is K9 Web Filtering. It comes with a bunch of sites blocked that are bad. I also made a list of a ton of websites that displays advertisements.

The content utility available in Internet Options is a place to start but a great free program used by many parents is Parental Control Bar, made especially for Internet Explorer.
You can enable and disable it by use of a password, so when you want to use the pc it doesn't stop you seeing the sites you want.
You can get the program free here;

it sometimes depends on the ant-virus/spyware you are using, if its norton for example, then open the norton antivirus, on the main page you will go straight to parental control and jus click it on thats it. anytime you switch your computer, the parental control will start roading automatically,
sometimes new homepages like msn and yahoo can also set a parental control from the first time you have updated it, just select auto control then you got it. thats the only ways i have man. thanks and good lucky.
