You really need to contact the Police in the child's local area.
This is the London main police department, with details on their child protection and investigation scheme:

When you find out where the child lives, call the closest station. There is a list here:

http://www.met.police.uk/local/

When you want to call, dial:

Dialing code, country code, number
011 44 (number)

You could also try the NSPCC (National Society for Prevention of Cruelty to Children):

http://www.nspcc.org.uk/whatwedo/aboutthenspcc/contactus/contactus_wda33279.html

They have a number (0808 800 5000) but it is probably UK-only, as it is a free number.

You can email them here: help@nspcc.org.uk

Hope this helps!

Look up your local police department in the phone book if you don't know the number already, or drive to the police station and give them all the information you know. They'll know what to do from there.
