Exempt just means they aren't paid for overtime, it doesn't mean that they don't have set hours. There is no reason you can't dictate when your employee comes in unless you have some sort of other contract with them to the contrary.

If there is an employee-employer relationship, yes. Most company policies state designated working hours. I'm an exempt employee and I'm required to be here 8-12/1-5. It's perfectly legal.

If you are the employer and they are the employee, you can dictate to them when they need to be at work.
