I'm uncertain of the question. If it is something like "A belt is passing around a pulley and travelling at F feet per second. Find the pulley's revolutions per minute if the diameter of the pulley is d inches."
Then: Circumference of pulley is pi x d.
The pulley is being turned by a belt travelling F feet per second x 60 sec. per min = 60 F feet per minute.
The Belt Speed / Pulley Circ. = RPM
RPM = 60F / pi d
