Well, while that's not a lot of info to go on, here's some help. If you have a wireless router, or modem, in your house, then you can use it outside, as long as you are in range of the router... if you're talking about using it somewhere like a hotel, you just have to turn the switch on that turns the wireless on..
Also, make sure that the room you get, if in a hotel, is in range, cause some of the cheaper hotels don't have complete coverage yet.
If you can find a wifi hotspot, you can usually get online, but, ya have to be careful about piggybacking, as some people get rather irate about it.. Krystal's restaurants, and suchlike will provide wifi, just look on the door, for motel/hotels, and it should say.

If you mean the immediate area surrounding your home you would need a range extender or a second WAP to extend beyond your current wireless routers range.
If you mean wireless access anywhere you would need a wireless service through sprint or verizon witch has its costs and you need additional hardware.
