Jamaica was once part of the British Empire. Britain granted Jamica political independence in 1962 but it is still part of the British Commonwealth. Wikipedia offers a consise explanation of the Governor-General:
"The Jamaican head of state is Queen Elizabeth II, who is given the title of "Queen of Jamaica". The Queen is represented by a Governor-General, nominated by the Prime Minister and the entire cabinet. All the members of the cabinet are appointed by the Governor General on the advice of the Prime Minister. Both the Queen and the Governor-General serve largely ceremonial roles (excluding their reserve powers)."

Because, like Canada, they are still not really independent. They still call Old Bess their queen.
If they were really independent, there would be NO Governor General.

the govenor everyday of jamaica speaks for the monarch it is the queen of britain.the function of the govenor everyday or g.g. is even bigger than the top minister in case you seem at it. as a results of fact sometime the top minister has to flow to the g.g. in the previous he makes specific judgements.
