Can I use the window xp cd to program a window 98 cd to work as a window xp?I am doing a science fair about it

No. The CD's are not writable. They are permanent. You cannot alter the programming on the CD's.
Further, if you could alter the programming, the way each operating system works is unique from one another and not interchangeable. It would be somewhat easier to work backwards to make the XP work like the 98 but only somewhat.
