I did all the stuff I am jus t wondering can you go to the Hoenn Region or Johto Region?

What people said about you onlu being able to catch Kanto legendary pokémon isn't strictly accurate. At your poiont in the game, one of the Legendary Dogs pokémon from Johto will be running around in Kanto. It will depeld on what you chose as your starter. Catching it is exactly the same as it was in Gold/Silver/Crystall.
Bulbasaur: Entei
Charmander: Suicune
Squirtle: Raikou
Also, if you download a special ticcket from a Nintendo event (Which has probably passed now. You may need a gameshark) you can reach Navel Rock. Here, you can battle both Lugia and Ho-oh. Both are at level 70.
Similarly, with a different tivket, you can reach birth island. Solve the puzzle there and you can fight a level 30 Deoxys.

No, you can only go to the kanto region in Fire Red/Leaf Green. After getting the plates though, you can re-challenge the new elite four, get the auroa ticket, catch all the pokemon and complete your pokedex, catch Mewtwo etc.
The only game you could go to a new region was gold, silver and crystal. (Kanto and Jhoto)

no it really sucks. but theres always the pokemon tower.
