Work is measured in terms of Energy.
Power is the rate of energy supplied / consumed per unit time.

Power = Energy / time
Energy = Power * time

You are given the power rating of the engine. You are also given the length of time the engine supplies power (does work). Just plug into the formula.

Work done by engine = Power of energy * time engine does work
Work = 3.0 horse power * 0.60 hours
Work = 1.80 horse power hours

Now the horsepower-hour is technically a unit or work...but it is an extremely ugly unit in my opinion. Even though the question might not call for it, I would still go the extra mile to convert the answer into SI units,
Work = 4.83 E6 Joules

1 hp = 745.7 watts = 1 J / s
1 hour = 60 minutes
1 minute = 60 seconds
