I haven't seen this movie in ages, it's in the 80's. it's a movie about that the alien controlling people's mind by putting the mind controlling device in the back of their neck. anybody know this movie?

It was "Invaders From Mars". The last version was a remake of the fifties movie of the same title.

It could be The Puppet Masters. Donald Sutherland was in it. The aliens tail spiked into their neck controlling them. Is that it?

Sounds like "Invaders from Mars"- a Roger Corman (sp?) movie.
