Okay, everyone is different, but I truly believe that people that respect the person they are with and respect their marriage will not put themselves into situations that may result in an infidelity. I don't think he's wrong to be upset when you talk to an ex, it's a threat, and he doesn't like that. I think it's wrong for him to hang out with his ex and expect you to be okay with it.
When you are married one on one relationships with the opposite sex outside of your marriage are dangerous, potentially damaging, and in general, not worth it.

that just isn't fair. neither of you should really be talking to your exes. you supposed to spend the rest of your lifes together, who cares of the previos sexual partners. its all in the past. instead of making sense of his encounter, let him know it bothers you, and that you think her intentions are malicious. why is he hanging out with her, is it work related, are you there, whats the purpose?
If he doesn't see it your way, tell him why you speak with your ex. set a common ground. if he talks to his ex, and won't stop, why shouldn't you be speaking with yours as well?

You should tell him that you think that this is unfair because he is hanging out with his ex and you should be allowed to hang out with your ex you should be allowed to. Also I would question his loyalty if he wants to hang out with a girl he has had sex with who still likes him. Tough situation.

It is suspiciouse to me that he feels uncomfortable when you talk to his ex. This is not a good sign. If he had nothing to hide then he wouldn't care who you spoke with. On the other hand this girl sounds like a trouble maker and maybe that is why he doesn't want you to talk to her. She isn't a friend of yours either way. You need to get rid of the friend and concentrate on your marriage.

You gave him all the power and he doesn't respect you any more. You put up with his behavior yet you obey his wishes. Until you but your foot down and demand the relationship with her end or you are gone things won't change.

If you still love him then give him an ultimatum, it's me or the bit*h. If you don't love him anymore then ditch him, you have nothing to lose.

I would ditch him. Talk about double standards. What's good for the goose is good for the gander.
