okay FIRST of all do not do it 'dry'. second of all, use soap/shaving cream. third of all, DON'T use a disposable razor. use one that won't cut you no matter which way you turn it. the venus is a good one. and lastly, shave downward.

You can use shaving oil, designed for shaving, but it is inevitable to get bumps. Sometimes you might be lucky. Go to a professional person to shave and it'll be much smoother. Although I haven't been, going for a physical is bad enough for me.

The red bumps are just a form of razor burn called "pubis rouge." Try some after shave lotion.

I use a product called coochy cream. It is sold at www.tootimid.com. The best ever. I use it for shaving my legs, underarms, "down", and you can also condition your hair with it.
