Yes you can get a cheap PC. The trick is to build it using yester-year components (like AMD socket 754, or Intel socket 478) and other components that don't cost very much. It would help greatly if you'd specify what you plan on using this PC for. If you're hoping to play Battlefield 2 on it, then you can forget getting anything for under $800/$1000 that'll do that.
However, building a PC is not for the computer illerate. It will require patience and reading the manual to assemble your own PC. Also, make sure you're buying components that are compatible with each other, such as an AGP card for a board with an AGP slot, and not a PCI-E card. Buy components from places like Newegg, not CompUSA, you'll get a better price.

What do you mean by cheap? There are many of what i would consider cheap PCs out there $400 or so, that are decent machines. I'm sure you can find some for about $300 at your local electronics store.

Yes...Build one. I built mine with parts from Fry's electronics and some I already had for very cheap....around $300.00. One thing, buy the most expensive video card you can afford...it will make all the difference. I have an nVidia 7300gt that I picked up at Best Buy for about $90.00.

You could build one yourself, or buy a slightly older model. Considering the rapid advancement of computer technology, last year's model will cost considerably less than today's top performer. There's also the option of used, if you wish to look into the classified ads of your local paper.

What's your definition of cheap? What all do you want on it... Frankly, Wal-Mart has entry-level PC's with monitors for less than $400... that's pretty cheap.

deck out a goodwill PC. it'll run window 95 for less than 200$ with monitor.
